Dr. Doug Streifel, O.D.

Dr. Douglas Streifel, OD attended the University of Minnesota in Minneapolis and received his Doctorate in Optometry from Illinois College of Optometry in Chicago. He currently is the Chief Medical Officer for Optometry at Aria Care Partners. Dr. Streifel maintains licensure and practices optometry in over 25 states. He has practiced in the Denver area at Denver Health Medical Center’s Eye Clinic and at his private practices in Denver and Greenwood Village.

Dr. Streifel’s career has been focused on providing eyecare to the geriatric population and to those that require extra attention in nursing facilities across the country. He is a firm advocate of providing quality medical eyecare to residents of Skilled Nursing Facilities and as a result, has spent over twenty years developing a care delivery system to provide comprehensive onsite eye care. Building the Aria Care Partners Optometry staff to over 50 optometrists while maintaining over 3500 nursing facilities nationwide is one of Dr. Streifel’s proudest achievements. He is motivated by the growing need to provide necessary eye care to patients who wouldn’t otherwise receive it. Dr. Streifel enjoys living and working at his home in Colorado.

Dr. Michelle Modisett, Au.D.

Chief Medical Officer for Audiology Dr. Michelle Modisett is an American Board of Audiology Certified Audiologist who graduated with her doctorate in audiology from Salus University in May 2009. Dr. Modisett has experience throughout the audiology industry including within practice management, manufacturing, quality control, performing compensation and pension evaluations for the Department of Veterans Affairs, and most recently as the Chief Medical Officer of Audiology for Aria Care Partners.

Improving the quality of a person’s life through the gift of hearing assistance has been one of the ultimate motivators and rewards in the profession of audiology for Dr. Modisett.

Dr. Elisa Lear-Rayborn, D.P.M.

As Chief Medical Officer for Podiatry at Aria Care Partners, Dr. Lear-Rayborn is responsible for the management of all of Aria’s podiatric clinicians as well as setting policies and best practices for Aria clinicians to follow in the field. Most recently she was Director of Operations at Cope Environmental Center where she managed day-to-day operations, staffing, and grant-writing. Prior to this, she served as a podiatrist at Upperline Health Podiatric Physicians, Alyeska Vascular Surgery, and Alaskan Legacy Podiatric Foot & Ankle Specialists. Dr. Lear Rayborn brings over a decade of experience in podiatric clinical care, a passion for improving people’s mobility, and a drive to excel to Aria Care Partners as she launches and grows our nationwide podiatric care program.

Dr. Lear Rayborn received two Associate Degrees, one in Arts and one in Sciences from Southwestern Illinois College. She received two Bachelors of Sciences degrees from Southern Illinois University Edwardsville in Genetic Engineering and Psychology. She received her Master of Healthcare Administration from Des Moines University as Valedictorian and her doctorate in Podiatric Medicine from Des Moines University. She has been published at the Detroit Medical Center, Des Moines University, and Southern Illinois University Edwardsville. She completed her residency at the Detroit Medical Center and Wayne State University.

Julie Allen

Julie Scott Allen is a Principal and non-attorney in the Powers legislative practice and has two decades of lobbying experience in Washington, DC.

Julie has worked to advance legislative, regulatory, and business agendas for nonprofit and for-profit clients and national organizations in Washington, DC. Julie’s strong policy know-how, political instincts, and experience navigating Congress and the Executive Branch make her an essential partner for business leaders, association executives, and advocacy organizations.

She was Managing Director at a federal marketing and lobbying firm she helped launch in 2007, working to support clients in growing their federal market business and addressing federal policy issues in such areas as health care, homeland security, and document/identity security.  Earlier in her career, Julie served as a senior lobbyist and regulatory affairs manager for national professional associations, including the American Dental Association and the American College of Obstetricians and Gynecologists.

Julie Rautio

Julie is the founding partner of Capital Results. The company opened in 1998 with the idea that actively and creatively engaging citizens in even the most complex public affairs issues would lead to more successful efforts to change public policy.

While her work is primarily in developing strategic communications campaigns, with her depth of knowledge in government affairs her work often straddles the two practice areas to help clients achieve their goals. Julie believes in a hands-on approach and uses a broad network of relationships in government, politics and the media to help clients effectively communicate on policy issues.

Julie’s background prior to founding the company was primarily political communications, having served Governor George Allen and Vice President Dan Quayle.

Kara Cardinale

With more than 15 years of experience in health care policy, Kara Cardinale serves as founder and principal of Kasper Cardinale Consulting, LLC, an independent consultancy that provides strategic advice and analysis to clients on federal health regulatory and legislative actions. Ms. Cardinale has specific expertise on a variety of Medicare, Medicaid, and other federal health program policy, coverage, and reimbursement issues.

Previously, Ms. Cardinale served as a senior Medicare analyst at the White House Office of Management and Budget (OMB) during enactment of the Affordable Care Act of 2010 (ACA) and implementation of the Medicare Modernization Act of 2003 (MMA). In this capacity, Ms. Cardinale developed a deep expertise in Medicare coverage and reimbursement policy through extensively reviewing, analyzing, and providing strategic detailed guidance to policy officials on legislation, regulations, and sub-regulatory guidance impacting Medicare. Early in her career, Ms. Cardinale was a reporter for The Pink Sheet, a trade publication covering the biopharmaceutical industry where she focused primarily on Food and Drug Administration (FDA) regulatory policy.
Ms. Cardinale earned her Bachelor of Arts in philosophy from Haverford College and a Master’s of Public Policy from the University of Texas at Austin.

Matt Salo

Matt Salo is the founder and CEO of Salo Health Strategies, a boutique healthcare consulting firm in the Washington DC area that specializes in strategic advice, health care policy, Medicaid market development and relationship building across 56 states and US territories. The firm capitalizes on decades of experience working with state and federal government officials as well as the full spectrum of Medicaid and broader health care stakeholders ranging from health plans, providers, pharmaceutical companies, foundations, and consumer groups.

Matt is the founding Executive Director of the National Association of Medicaid Directors (NAMD), having started the association in February 2011, and he worked in that role until he stepped down in August 2022. The organization represents the state government leaders responsible for administering the Medicaid program. NAMD was established as a permanent community for state leaders to share best practices, and worked to develop technical assistance, invest in leadership development, and formulate a strong unified voice in communication with Congress, the Administration, and other key national stakeholders. He built the organization from an initial staff of one to a full-time complement of ten staff and an operating budget of more than $3 million.

Matt formerly spent 12 years at the National Governors Association, where he worked on the Governors’ health care and human services reform agendas. His major accomplishments included getting legislation passed that guaranteed state control of the entire $250 Billion tobacco Master Settlement Agreement, which resulted in Forbes Magazine naming NGA one of the nation’s top ten most influential lobbying organizations. He also worked to get legislative approval of more than $100 billion in state fiscal relief during the Great Recession; and in bringing bipartisan groups of Governors together on multiple occasions to reach agreement on Medicaid reform proposals, ultimately serving as the backbone for the Deficit Reduction Act of 2007.

Matt was a substitute teacher for two years in the Alexandria City public school system before joining the DC health policy world. He holds a BA in Eastern Religious Studies from the University of Virginia, and is still trying to find ways to explain how that got him to where he is today.

Matt is a nationally recognized expert in Medicaid, state government, health care reform, federalism, long term care. He was recently named by Washingtonian Magazine as one of the 500 most influential people in Washington DC. He is a member of the National Academy of Social Insurance (NASI), and was recently recognized by the National Academy of State Health Policy as its 2022 Academy Award Winner for a lifetime of contributions to health policy.

Matt has extensive experience in public speaking before audiences up to 1500 people, is frequently quoted in major mainstream news media and health care trade press, and has guest lectured at GWU, Duke, the University of Texas at Austin, and the University of Virginia.

He has spoken on a variety of topics, including:
